Why in News ?
The President of India, Smt Droupadi Murmu presented the Bhoomi Samman 2023 at a function organised by the Union Ministry of Rural Development in New Delhi.
News in Brief
- The awards were received by State Secretaries and District Collectors along with their teams who have excelled in achieving saturation of the core components of Digital India Land Records Modernization Programme (DILRMP).
- President said that acceleration of rural development is essential for the overall development of the country.
- For the development of rural areas, modernization of land records is a basic requirement as the livelihood of most of the rural population is dependent on land resources.
- A comprehensive integrated land management system is of utmost importance for the overall development of rural areas.
About the Award
- It seeks to recognise and reward exceptional work in the Digital India Land Records Modernization Programme (DILRMP) implementation.
- In the nation’s modernisation of Digital India Land Records, Madhya Pradesh has taken the top spot.
- Madhya Pradesh’s 15 districts received a Platinum Grading for completing the Digital India Land Records Management Program’s requirements in all respects.
- As the grading system is heavily relied on reports and contributions from the States/UTs in the key areas of computerization and digitization of land records, it is a wonderful example of Center-State cooperative federalism built on trust and collaboration.
About Digital India Land Records Management Programme
- It is a a Central Sector scheme.
- In order to digitise and modernise land records and create a centralised land record management system, the Government of India
launched the Digital India Land Record Modernization Programme (DILRMP). - It was formerly known as the National Land Record Modernization Programme (NLRMP), in 2008.
- The government will be able to grant landowners access to fundamental services and rights thanks to the official records of mapped and unmapped land.
- The Computerization of Land Records (CLR) and the Strengthening of Revenue Administration and Updating of Land Records (SRA & ULR) programmes were combined to create the DILRMP.
- The three main components are
- Computerization of registration
- Survey/resurvey
- Land records.
What are the benefits of Digital India Land Records Management Programme (DILRMP)?
The benefits are the
- Reduction of land disputes
- Check on fraudulent transactions
- Reduced process, time of document registration at Sub Registrar level as per reports from two state governments
- Processes and time taken in document registration has reduced from 9 to 6 processes and from 3-4 hours to 15-20 minutes respectively
- Presentation for document registration anywhere within concurrent jurisdiction is possible
- SMS and email enabled alerts related to transactions on a property, a dashboard for senior authorities for monitoring the outcomes and analyzing the performance or challenges faced by SROs
- Data shared and used by important government authorities/stakeholders like the Revenue Department (Income Tax) with a data policy and standards in place; and external system integrations can be provided as required (i.e. eSign, eKYC, Payment Gateways, PAN Verification, ROR to fetch party names for data standardization).
