Rajasthan introduced the Rajasthan Minimum Guaranteed Income Bill, 2023.

News in Brief


  • The Ashok Gehlot government on Tuesday tabled the Rajasthan Minimum Guaranteed Income Bill, 2023.
  • Bill effectively seeks to cover the entire adult population of the state with guaranteed wages or pension.

What is the Rajasthan Minimum Guaranteed Income Bill, 2023?


  • Under the Bill, all families of the state get guaranteed employment of 125 days every year,
  • While the aged, disabled, widows, and single women get a minimum pension of Rs 1,000 per month.
  • Importantly, the pension will be increased at the rate of 15 per cent each year.
  • The government estimates that this plan would bring an extra Rs 2,500 crore to annual spending, with potential for growth.

Three Board Categories of Bill

  1. Minimum guaranteed income
    • Through the state’s flagship Indira Gandhi Shahri Rozgar Guarantee Yojana for urban areas and the Mahatma Gandhi National

      Rural Employment Guarantee Act (MGNREGA) for rural regions, every adult resident of the state is now guaranteed a minimum income for 125 days out of every year.

    • The CM had enhanced the job guarantee per family for his urban employment plan from 100 days to 125 days in his budget address this year.
    • The state will add an additional 25 days of employment in rural regions to the MGNREGA’s 100 days.
    • Next, the government will give qualifying groups a pension that is at least $1,000.
  2. Guaranteed employment
    • According to the right to employment, minimum wages must be paid weekly or, in any event, no later than every two weeks after completion of the job in urban or rural employment programmes.
    • For the purpose of putting the Act into practise, the state shall appoint a programme officer, not below the level of Block Development Officer in rural regions and an Executive Officer of the Local Body in urban areas.
    • In both rural and urban locations, the Programme Officer must make sure that the work site is within a 5-kilometer radius of the location where the employment card is registered.
    • he applicant is entitled to receive unemployment payment on a weekly basis and, in any event, no later than a fortnight if the programme officer fails to provide work within 15 days of receiving the application.
  3. Guaranteed social security pension
    1. Every individual who meets the criteria for old age, special needs, widowhood, or being a single woman will be entitled to a pension.
    2. Starting in the fiscal year 2024–2025, it will rise above the base rate in two installments: 5% in July and 10% in January.

What are the challenges?


  • The plan would incur additional costs of Rs 2,500 crore year, which may rise over time and result in a greater financial strain.
  • It might be difficult to put a plan into action in a way that benefits the intended audience.
