  • Crime and Criminal Tracking Network and Systems (CCTNS) project, started in the year 2009.

  • It aimed to interlink all police stations under a common application software for investigation, data analytics, research, policy-making and providing Citizen Services such as reporting & tracking of complaints, requests for antecedent verifications by Police etc.
  • The project is being implemented with close collaboration between States and Union Government.
  • Inter-Operable Criminal Justice System (ICJS) has been established to make the justice delivery system more effective.
  • The main objective of the ICJS is to integrate the main pillars of criminal justice, i.e. the Police (CCTNS), Courts (e-Courts), Jails (e-Prisons), Forensic Lab (e-Forensic) and Prosecution (e-Prosecution).
  • This process would require the data to be entered into the system only once (one data once entry) and the various databases available could be used for criminal investigation in a joint manner.

Objectives
  • The primary objective of CCTNS is to modernize and digitize the functioning of police stations and law enforcement agencies across India.
  • It seeks to enhance the efficiency and effectiveness of crime prevention, investigation, and prosecution processes by leveraging information technology.
Integrated Database
  • CCTNS aims to create a centralized, nationwide database of crime and criminal records, including information on FIRs (First Information Reports), criminal records, suspects, missing persons, and stolen/lost property.
  • This integrated database facilitates information sharing and coordination among different police departments and law enforcement agencies at the state and national levels.
Connectivity
  • CCTNS establishes a network infrastructure that connects all police stations and law enforcement agencies in the country.
  • This network enables real-time sharing of information, communication, and collaboration among police personnel, thereby improving coordination and response to criminal activities.
Services
  • The CCTNS system offers various services and functionalities to police personnel, including online registration of FIRs, access to criminal records and case histories, tracking of investigation progress, and generating analytical reports for crime analysis and policymaking.
Capacity Building
  • Alongside the technological infrastructure, CCTNS includes provisions for capacity building and training of police personnel to effectively utilize the system and adapt to modern policing practices.
Integration with Other Systems
  • CCTNS is designed to integrate with other related systems and databases, such as the National Population Register (NPR), Aadhaar (Unique Identification), and databases of other law enforcement agencies, to enhance its functionality and interoperability.
Benefits
  • The implementation of CCTNS is expected to bring several benefits, including improved crime detection and prevention, faster investigation and prosecution processes, enhanced transparency and accountability in policing, and better coordination and collaboration among law enforcement agencies.
