Why in the News?

The Ministry of Home Affairs notified changes in the Immigration and Foreigners Rules, 2025.

News in Brief

  • The Union Home Ministry made it mandatory for foreigners coming to India on a visa for 180 days or less to register themselves at any time before the expiry of the said period, if they want to extend their visit.
  • Each stay shall not exceed 180 days.
  • Replaces the previous rule: registration should be done within 14 days after the expiry of 180 days of arrival in India.
Key changes in Immigration and Foreigners Rules 2025

  • Foreign nationals who want to extend their stay beyond the stipulated period of 180 days must now register for extension at any time before its expiry.
  • Registration for the extension of the period of 180 days is granted only in emergent circumstances.
  • Relief to children born to either or both foreign parents.
  • Earlier, parents were required to inform the registration authorities within 30 days of the birth of a child to avail visa-related services.
  • The amended rules exempt cases where either of the parents is an Indian citizen and wants to retain the children’s Indian citizenship.
  • Later, if the child acquires citizenship of a foreign country while in India, either of the parents must inform the authorities within 30 days of acquiring the foreign citizenship.

Significance of the Amendment:

  • Reduces the possibility of undocumented stays and delayed registration.
  • Strengthen the monitoring of foreign nationals residing in India.
  • Enhance immigration management.
  • Encourages proactive compliance with immigration rules.
  • Ensures ease of registration and residence through clear communication.

Why in the News?

The Ministry of Commerce and Industry will release the new Wholesale Price Index (WPI) on June15.

News in Brief

  • The Ministry will release the new WPI series with 2022-2023 as the base year.
  • This will be discontinued after a period of five years.
  • The new Producer Price Index (PPI) will become the main measure of non-retail inflation.
What is the Producer Price Index (PPI)?

  • Measures the average changes in prices received by domestic producers for their output.
  • Major economies such as the US, China, Japan, Germany, France and the other G20 countries use PPI.
  • Types include: output PPI, input PPI and services PPI.

Key Highlights:

  • The output PPI will include 125 items in the beginning.
  • Services PPI includes seven sectors initially: banking, railways, insurance, air transport, telecom services, securities transactions, and management of pension funds.
  • Revised WPI basket expands from 697 to 957 items, which includes the new sources of energy such as solar and wind, added under the electricity group.

Limitations of Wholesale Price Index (WPI):

  • Less alignment with the modern national accounting framework.
  • WPI covers only goods and excludes services.
  • Not suitable for an evolving service – oriented economy.
  • Does not align with international standards and global best practices.

Advantages of Producer Price Index (PPI):

  • More consistent with the national accounts framework and aligns with global best practices.
  • PPI covers both goods and services.
  • India adopted PPI based on the recommendations of the International Monetary Fund (IMF).
  • Aligns with global best practices.

WPI and CPI

  • The Wholesale Price Index (WPI) and Consumer Price Index (CPI) are the two major indices used to track price movements.
  • WPI measures price movements in wholesale markets, whereas CPI tracks inflation at the retail level including certain services.
  • CPI used by Reserve Bank of India to decide interest rates.
  • And WPI is used in price escalation clauses in the supply of raw materials, construction work and machinery.
  • Currently, the Ministry of Statistics and Programme Implementation (MoSPI) uses the combination of WPI and CPI to adjust GDP in current prices to compute real GDP.
  • Once the new index becomes stable, the new GDP is expected to use output PPI.

What is Anti-Microbial Resistance (AMR)?

  • Occurs when germs that cause infections resist the effectiveness of treatments and become harder to cure.
  • Driven by misuse and overuse of antibiotics.
  • The World Health Organisation considers AMR as one of the most serious threats to global health.
Way Ahead

  • Ensure the regulatory framework aligns with India’s innovation ambitions.
  • The Indian regulator, Central Drugs Standard Control Organisation (CDSCO) should accelerate approval for innovative antibiotics that address unmet medical needs.
  • Ensure no compromise is made in scientific rigour.
  • Strengthen antimicrobial stewardship.
  • Promote appropriate use of antimicrobial medicines to preserve their effectiveness and reduce the emergence of AMR.
  • Accelerated approval should thus be linked to appropriate stewardship measures, surveillance and post-marketing monitoring.
  • Ensure rapid, responsible and affordable access.
  • Collaborate with international organisations on AMR research for data sharing and the development of new antimicrobial agents.
