  • The 150th birth anniversary of Pingali Venkayya, the designer of the Swaraj Flag, the precursor to India’s National Flag, has brought renewed attention to his invaluable contribution to the freedom movement.

Pingali Venkayya – His Legacy and Service

  • Pingali Venkayya (August 2, 1876 – July 4, 1963) was an Indian freedom fighter, a lecturer, author, geologist, educationalist, agriculturist, and a polyglot.
  • Popularly known as “Jhanda Venkayya” for his pioneering  contribution to the design of the Swaraj Flag, the precursor to India’s National Flag.
  • Published a book in 1916 titled A National Flag for India with nearly 30 potential flag designs.
  • Also known as  “Diamond Venkayya” for his expertise in diamond mining.
  • Earned the title “Patti Venkayya” for his research and contribution to  cotton cultivation.
Contribution to Indian National Flag

  • Venkayya served in the British Indian Army during the Second Boer War in South Africa,1899 to 1902.
  • During his service, he recognized the need for a national flag for India as Indian soldiers were required to salute the Union Jack, the British flag.
  • Inspired by his experience and later by attending the 1906 All India Congress Committee (AICC) session in Calcutta, he developed a vision for a flag representing Indians, opposing the practice of hoisting the British flag at Congress meetings.
  • Venkayya presented a design featuring red and green bands for an Indian national flag to Mahatma Gandhi in 1921 during Gandhi’s visit to Vijayawada and presented
  • Gandhi suggested adding a white stripe and a spinning wheel (charkha).
  • This flag design was used informally at Congress meetings from 1921.
  • Later this design served as the foundation for the Indian national flag, which was officially adopted in its final (replacing the Charkha with the Ashoka Chakra) by the Constituent Assembly on 22 July 1947.

Key Updates to the Flag Code

  • 2021 Material Amendment– Allowed machine-made and polyester flags alongside traditional hand-spun and hand-woven cotton, wool, silk, and khadi.
  • 2022 Timing Amendment- Permitted the Tricolour to fly 24 hours a day (day and night) when displayed in the open or on citizens’ homes.
  • All-Day Access- Empowered the general public, private organizations, and educational institutions to display the flag on any day and occasion, formal or informal.
  • Dignity & Rules- Mandated that the flag must always maintain its rectangular 3:2 shape, occupy a position of honor, and never be damaged, tattered, or touch the ground.
