Overview

  • The BioE3 (Biotechnology for Economy, Environment and Employment) Policy is India’s flagship biotechnology strategy aimed at accelerating innovation-led biomanufacturing to drive economic growth, environmental sustainability, and employment generation.
  • Implemented by the Department of Biotechnology (DBT), the policy seeks to establish Biomanufacturing Hubs, Biofoundries, and Bio-AI Hubs to strengthen indigenous biotechnology capabilities, support startups and MSMEs, and promote public-private collaboration.
  • By fostering advanced biotechnology across healthcare, agriculture, industrial biotechnology, and clean energy, the policy aims to position India as a global biotechnology leader while contributing to the country’s target of building a $300 billion bio economy by 2030.

The Ministry of Science & Technology informed Parliament about the implementation and progress of the BioE3 (Biotechnology for Economy, Environment and Employment) Policy.

What is BioE3 Policy

  • The BioE3 Policy (Biotechnology for Economy, Environment, and Employment), approved by the Union Cabinet of India in August 2024 and implemented by the Department of Biotechnology.
  • Government financial assistance of up to 70% of the project cost is provided, while the remaining 30% of the project cost is expected to be contributed by the private sector.

Key Pillars and Objectives

  • Economic Growth- The BioE3 Policy is expected to significantly contribute towards achieving the target of a $300 billion bio economy by 2030 by fostering innovation-led growth, strengthening indigenous bio-manufacturing capabilities, and expanding the biotechnology ecosystem.
    • The policy aims to promote high-performance biomanufacturing by establishing Biofoundries and Biomanufacturing hubs for enabling scale-up and validation of bio-based technologies of various start-ups, innovations and industries.
  • Environmental Stewardship- Foster circular bio-economy models, replace petroleum-based products, and support net-zero carbon goals.
  • Employment Generation- The implementation of BioE3 Policy is expected to generate approximately 1500 direct and indirect employment opportunities over the next five years in Tier-II and Tier-III cities.
    • The policy aims promote indigenous (Make In India) bio-manufacturing and encourage participation of start-ups, MSMEs, and private industry, under BioE3 policy,
Biomanufacturing Hubs and Biofoundries- Core Thematic Sectors

  • The Department of Biotechnology (DBT) has identified six thematic verticals in the BioE3 (Biotechnology for Economy, Environment and Employment) policy for establishing Biomanufacturing Hubs and Biofoundries.
    1. Bio-based chemicals, Bioplastics, Active Pharmaceutical Ingredients (APIs), and Enzymes- Replace petroleum-derived industrial products with green chemistry alternatives.
    2. Functional Foods and Smart Proteins- Meet future nutrient and sustainability needs.
    3. Precision Biotherapeutics (monoclonal antibodies, mRNA therapeutics, cell & gene therapy)- Advance cell and gene therapies.
    4. Climate resilient agriculture (agri-biologicals)- Support stress-tolerant crops and bio-inputs, and build farm systems resistant to climate.
    5. Biofuels and Carbon capture- Convert industrial emissions into resources.
    6. Futuristic marine and space research- Open new frontiers for future research in biological applications.
Bio – AI Hubs

  • Bio AI Hubs are specialized innovation centres to integrate biotechnology and Artificial Intelligence.
  • They aim to accelerate data-driven research and predictive analytics using artificial intelligence.
  • Five priority sectors are identified for establishment of Bio-AI hubs,
    • Ayurveda
    • Agriculture Innovations
    • Genome Diagnostics
    • Synthetic Biology
    • Biomolecular Design
Selection Mechanisms

  • Letter of Intent /Proposals invited through national calls.
  • Screening of the proposals done through ‘Screening Committee’ based on the defined eligibility criteria.
    • The proposals are selected based on Technical evaluation followed by Financial Evaluation.
  • The ‘Selection Committee’ evaluated the technical aspects of the proposals taking into consideration the experts comments and the presentation.
  • The ‘Financial Evaluation Committee (FEC)’ evaluated the proposals w.r.t financial mechanisms/modalities such as co-funding/equity financing & management/royalty sharing, etc.
  • Selection of proposals with defined objectives/milestones, deliverables, duration, total cost, funds disbursement mechanisms/modalities, etc. are recommended by the Apex Committee
Way Forward & Conclusion

Strengthen Bio-AI Hubs through greater investment in research infrastructure, skilled workforce development, industry–academia collaboration, and robust data governance and biosafety frameworks.

Effective implementation of the BioE3 Policy will accelerate innovation-led biomanufacturing, strengthen India’s bio economy, and position the country as a global biotechnology leader.
