Why in News ?

The Department of Economic Affairs (DEA), Ministry of Finance, Government of India, notifies Scheme for Financial Support for Project Development Expenses of PPP Projects – India Infrastructure Project Development Fund Scheme (IIPDF Scheme).

About the Scheme

  • The major goal of the India Infrastructure Project Development Support IIPDF would be to fund the project development expenditures

    of potential PPP projects, including the costs of retaining consultants and Transaction Advisors, hence enhancing the quality and number of successful PPPs.

  • It seeks to assist PSAs in both the Central and State Governments by providing financial assistance in meeting the costs of transaction advisers and consultants involved in the development of PPP projects.
  • It is a scheme of the Central Sector.
  • The funding provided by the IIPDF Scheme supplements the previously existing Scheme for Financial Support to PPPs in Infrastructure (Viability Gap Funding Scheme).
  • Infrastructure projects that are fiscally reasonable but commercially unviable are sponsored under the VGF plan.
  • Public Private Partnerships (PPPs) are being encouraged to bring private capital and efficiency in execution and operation of infrastructure projects. 
  • Infrastructure Finance Secretariat (IFS), DEA, has undertaken several deep dive initiatives for boosting PPP ecosystem in the country covering the entire gamut of PPP Life-cycle.
  • A key step in structuring quality PPP projects is to provide quality advisory/ consultancy services to the Project Sponsoring Authorities (PSAs).
