Why in News ?
Prime Minister’s Development Initiative for North Eastern Region (PM-DevINE), was announced.
About the Scheme
- It is a Central Sector Scheme.
- As central Sector Scheme they are 100 % central scheme.
- PM-DevINE scheme will be implemented by
- Ministry of Development of North Eastern Region (MDoNER)
- North Eastern Council or Central Ministries/agencies or State Government agencies.
Fund allocation details
- It has a Union Budget 2022-23 initial list of seven projects and an initial allocation of Rs. 1500 crore.
- The scheme has an outlay of Rs.6,600 crore for the 4 year period from 2022-23 to 2025-26 (remaining years of the 15th Finance Commission period).
- Eleven projects amounting to Rs 1503.44 crore including the seven projects announced in Budget 2022-23
- It have been selected for sanction in FY 2022-23 and an amount of Rs 121.10 crore has been disbursed.
- State-wise, project wise list of projects approved during FY 2022-23.
What are the Objectives?
- Fund infrastructure convergently, in the spirit of PM GatiShakti
- Support social development projects based on felt needs of the NER
- Enable livelihood activities for youth and women
- Fill the development gaps in various sectors

- North Eastern Region (NER) is the easternmost region of India.
- It is representing both geographic and political administrative division of the country.
- It comprises eight states
- Arunachal Pradesh
- Assam
- Manipur
- Meghalaya
- Mizoram
- Nagaland
- Tripura
- Sikkim
- First 7 are called seven sisters.
- The Siliguri Corridor connects the region to the rest of mainland India.
- The part is covered by Brahmaputra-Barak river systems and their tributaries.

Why in News ?
During the recent visit of Gen Phan Van Giang, Minister of Defence of Vietnam, to India from 17 – 19 Jun 23, Hon’ble Raksha Mantri had announced gifting of in-service missile corvette INS Kirpan to Vietnam.
News in Brief
- Towards executing the same, INS Kirpan has cast-off today from Visakhapatnam on her final journey from India to Vietnam.
- It is the first-ever instance of India offering a fully operational missile corvette to Vietnam.
- Since its commissioning in 1991, the ship has been an integral part of the Navy’s Eastern Fleet and has participated in several operations.
- It was handed over to VPN with a complete weapon complement.
- The development is significant as growing Chinese influence in the South China sea.
About INS Kirpan
- On January 12, 1991, the Indian Navy commissioned the Khukri class missile corvette INS Kirpan.
- Manned by about 12 officers and 100 sailors, the ship is 90 meters long and 10.45 meters in width with a maximum displacement of 1450 tons.
- It was equipped with Diesel Engines assembled in India.
- Around 65% of the ship contains indigenous parts.
- Speed more than 25 knots.
- It has coastal and offshore patrol, surface warfare, coastal security, anti-piracy, and Humanitarian Assistance and Disaster Relief (HADR) operations.

Why in News ?
By 2030, the UN wanted to make sure that everyone has access to clean water and sanitary facilities.
- 20% of rural Indians still without access to drinkable water with seven years left until the deadline.
Depth of the water crisis
- With only 4% of the world’s water resources and over 20% of the world’s population.
- This make India is one of the most water-stressed nations in the world.
- Unpredictable climate conditions causes the agriculture nore vulnerable as farmers and agriculture sector, which use almost 90% of India’s water supply.
- This causes land Infertile.
How India is fighting Water crisis?
Amrit Sarovar Mission
- Launched on April 24, 2022, the Azadi ka Amrit Mahotsav festival.
- It will include the development and revitalization of 75 water bodies in each district as part of the Amrit Sarovar Mission.
- The goal of the mission is to increase water quality and storage in nearby bodies of water,
- It will help to enhance water availability and ecosystem health.
National Aquifer Mapping Program (NAQUIM)
- Used by the Central Ground Water Board to map the nation’s 25.15 lakh sq km of aquifers.
- States and UTs are given access to the research findings and management plans to enable well-informed actions.
Artificial Recharge to Groundwater- 2020
- The Master Plan, which was created in partnership with States and UTs, calls for the development of 1.42 crore artificial recharge and rain water harvesting facilities.
- The strategy calls for 185 billion cubic metres (BCM) of water to be captured, while also encouraging water conservation and recharging.
Atal Bhujal Yojana
- World Bank is helping the supporting the government’s national groundwater program.
- This scheme targets certain water-stressed areas in Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, and Uttar Pradesh.
- Manage demand for groundwater through scientific means, involving local communities for sustainable groundwater management.

What are Quick-fix Water Solutions?
- Quick-fix water solutions are defined as rapid and frequently transient actions used to solve water-related problems.
- Particularly in areas experiencing water scarcity or difficulties managing water resources.
- Some quick fix are
- Targeted river widening, deepening and straightening of river.
- Water Cups incentivise Maharashtra villages to harvest water for drought-proofing the state.
- Planting trees along the banks to rejuvenate rivers.
- Watershed-based development involves management of land and vegetation to conserve the quality and supply of water.

Why in News ?
To provide collateral-free loans for MSMEs in the livestock industry, the Ministry of Fisheries, Animal Husbandry, and Dairy has established the first-ever Credit Guarantee Scheme under the Animal Husbandry Infrastructure Development Fund (AHIDF).
Details of Credit Guarantee Scheme for Livestock Sector

the Credit Guarantee Scheme
- It is under Animal Husbandry Infrastructure Development Fund (AHIDF)

- What is the Aim?
- Strengthen credit delivery system and facilitate smooth flow of credit to the Micro, Small & Medium Enterprise (MSMEs) engaged in Livestock sector
- Without hassles of collateral security.
- Boost the overall rural economy through strengthening the Livestock sector
- Fund
- DAHD has established a Credit Guarantee fund Trust.
- It will provide credit guarantee coverage up to 25% of the credit facilities.
- Who will get the benefits?
- Finance for un-served and under-served livestock sector.
- Those who lack collateral security for supporting their ventures.
- Interest subvention of 3% on loans obtained from Scheduled Banks or National Cooperative Development Corporation (NCDC).
- Borrowers can avail up to 90% of the total project cost as a loan.
Credit Guarantee Fund Trust
- NABSanrakshan Trustee Company Private Limited, a wholly owned subsidiary of NABARD.
- It has a fund of of Rs. 750.00 crores.
- Credit guarantee coverage up to 25% of the credit facilities
- Nation’s first ever fund trust under Credit guarantee scheme of AHIDF in the agriculture and Animal Husbandry sector.
- Would exponentially increase the number of MSME units getting benefits of AHIDF scheme.
- Strengthen the ecosystem for the collateral-free credit from the banks.
Animal Husbandry Infrastructure Development Fund
- It is a stimulus package under Atma Nirbhar Bharat Abhiyan.
- Setting up of Rs. 15000 crore.
- Companies
- Incentivizing investments by individual entrepreneurs, private companies, MSME, Farmers Producers Organizations (FPOs) and Section 8 companies to establish
- Dairy processing and value addition infrastructure
- Meat processing and value addition infrastructure
- Animal Feed Plant.

- Objectives
- To help increasing of milk and meat processing capacity.

- Quality animals feed to the cattle, buffalo, sheep, goat, pig and poultry at affordable price.
